Much in the same way that all content types are shown initially I think it would make sense to show all the available taxonomies as well when tc is turned on.

Patch attached, not sure this is the best way to make this happen, but works surprisingly well.

This makes sense in the view, so committed to dev. I'm not sure this makes sense for the vocab admin pane, at least not for tags. (maybe I'm wrong here, how often do people administer tags?) But I'll keep it in mind incase I get anther feature request for that too, thanks for the patch! :)
