I've fixed this but haven't had a chance to commit yet. It enables just fine without the install function, and if you have problems you can manually change the module weight, as a stopgap.

Any chance you could just commit the fix? It's sort of annoying to be throwing these PHP errors when you try to deploy this module. ;) I don't want to duplicate your effort...
