Create snapshot release for Storm QTT.

[I'm creating an issue like this for both the QTT and dashboard projects.]

I wonder if it would be possible to create a snapshot release for this project, even if alpha/beta if desired.

Pros of a recommended version:
- Potential users who might not want to use a -dev snapshot will use a snapshot version
- Easier coordination if changes in Storm require changes in these modules (users are likely to update both at once).
- For your benefit - usage stats will show how many users are running the latest version
