I don't know what permission is responsible that a user does not see the crossed arrows that allow to change the order (weight) and hierarchy of tasks with Ajax. As super user I see them, a normal user doesn't but is able to open the task and change the parent task and weight! I don't understand why these same changes would not be available with the Ajax interface. It might be a bug.
The permissions this user has enabled for stormtask module:
Storm task: access
Storm task: add
Storm task: delete all
Storm task: delete own
Storm task: edit all
Storm task: edit own
Storm task: view all
Storm task: view of user organization
Storm task: view own
After making the screenshots (attached) I discover that there is another difference. The normal user gets two extra columns that are empty: Parent and Weight.

The user should be able to reorder the tasks if they can edit the project.
