Storm Attributes are mainly used when configuring a site - so effectively this is administration.

I'm thinking of changing the setup so that the (relatively new) permission "Storm: access administration pages" controls all attribute operations. Hopefully this would be a simplification.

This would be a step towards #532420: Change attributes into taxonomy.

Leaving open for comments for a while before making the change.

Implemented - both D6 and D7.

Further changes will follow to reinforce that attributes are an administrative setting.
