As per the discussion started in #527982: Shortcuts to actions from list view.

I'd say that the user would NEED the 'Storm: access administration pages' permission, unless uid=1 - I think this is consistent with other modules. Reason being is it allows more flexibility - admins can always select both if they want a role to have both.

I don't see any reason not to... so effectively that would mean that the allowed permissions from add/edit/delete attributes would come under Storm: access administration pages too.
