Editing existing attributes - prefilled with id 20 or blank

Hello,
When editing existing Attributes, when arriving on the Edit page, the prefilled values for any attribute you edit are either what appear to be from built in attribute with ID 20 (Ticket priority Search, 3-high, high) or are blank. If you make changes and save, the changes do not appear to actually save... the old version remains in place, both from the attributes list and the form field drop downs they populate.

If you need any other information I can try to hunt it down for you.
