Default filters for Storm Project list page

When you call a List (in example /storm/projects) the first time, it do not use the default values set in stormattributes.
I checked the code and you build the query but do not check for default values. The default values will be set in the filter_form after the query is build.

I wrote a patch, which will initialize the default values, when the query is build.
When you approve this patch, i'm willing to write patches for the other components, where this is also happens (at least task and tickets, maybe more didn't looked it up for now)
