TCCCPR 2018 Compliance

As per the new TCCCPR 2018, sms sending have to register with the Telecom Regulatory Authority of India.
The following has to be registered :

The sending entity (company) and is issued an entity_id
the sms headers that are used by the company
The sms templates that are used and are issued template_id(s)
Henceforth, when sending an sms, both the entity_id and template_id are to be sent in the request.
Now, the entity_id is static and can be configured centrally along with the username, password etc.
However, the template id is tied in to the particular sms and has to be sent in along with the message body.
