My Simplemenu css is not correct and I get this error message.
Simplemenu could not create the folder sites/default/files/css in order to save the dynamic CSS data.
I do have over 30 style sheets.

AlexisWilke commentedCan you create the sites/default/files/css folder by hand and make sure Apache can write into it?
Also, 30+ style sheets is not a problem for FireFox. However, in IE it won't work right. You'll have to turn on the Compress CSS feature in the Performance screen so it compresses all the CSS into one.

I changed the permission of the folder sites/default/files/css to 777, Its on our Dev server right now. That fixed the problem.
As for the style sheet problem I am going to try the import style sheet method I read on this post.

AlexisWilke commentedWell... the Performance + compression is just one flag away! D7 has that @import fix incorporated.
As for the folder, it needs to be read-write for Apache (owmed by www-data, or httpd, depending on your Linux flavor.) The 777 is always viewed as a security issue. On your Dev system, it doesn't matter much though.

leisurman commentedI just found this module 'ie css optimizer' and it fixed the issue with 31 style sheets in IE. It uses a mix of import and link for css files. I will set up the rw permissions and ownership correctly on our production site.

glass.dimly commentedIn order to fix this bug, I had to set up the /tmp directory properly on Drupal 6 at /admin/settings/file-system and make it writable. My error was slightly less helpful, "Simplemenu could not create the folder css." When I read it I was left wondering... where?
