How it should work if in templates we don't have requestHandler's in conf templates 7.x ?

You need to generate the configs! Did you read the docs?

I have generated it by this command drush solr-gsc my_server config.zip 8.4, I can not see request handlers Solr Admin panel too. :)

Also I cannot see it in 7.x configs, in 6.x they are exist.

Maybe you're one of the few persons who are hit by #3104189: entity type needs to be installed - Cache, Request Dispatcher, Request Handler.
Given the fact that we already have more than 3,000 active installations of 3.9 it seems like a rare issue. It would be great if you could debug your setup that we could find the reason.
