Create an AccessFilter trait for filtering access to Rules plugins

Problem/Motivation

This is a sub-task to create some access control for Rules-related plugins and objects. The Rules admin UI needs to filter the Rules objects displayed in the UI by user access; if the user can't use it, they shouldn't see it either.
