D7 port needs help.

The D7 port is in bad shape. I'm working on a qtip integration with fullcalendar module. And I had to rewrite stuff to make it actually works.

1) you can't put fieldsets on top of a page and not declare its children (admin section). (it will break the layout)
2) you need to use hook_library for loading the js and css files.

Hopefully this or something like this will get committed soon.
