The header component has default menu/header toggle JS, and the global library has a global JS file. I tend to remove them on starting a new them. Should we remove them from STARTERKIT?

In the recent update to build tools, the STARTER_KIT folder has been removed. This no longer applies to the codebase on the 4.x branch.
