The Drupal Composer namespace currently has no commits associated with it and seems like a dead project idea. To do what it aims to accomplish, it might be best to use the Features or Configuration modules.
I would like to take maintainership of it and turn it into a Drush wrapper around Composer and Packagist. Composer is a package management system which helps resolve dependencies among projects and libraries. Packagist is the main repository for Composer. It is similar to Drush Make, but goes a bit beyond it.
I've filed an issue in the Drupal Composer project with the beginnings of the Drush wrapper for it here: #1419058: Switch scope of the Drupal Composer namespace. An email has also been sent to brynbellomy asking for access. neclimdul has already endorsed the idea.
This will help people learn about Composer as it will be run through an environment they're already familiar with: Drush. This will also assist with Drupal 8's core issue regarding it: #1398772: Replace .info.yml with composer.json for extensions.
