[PP-1] [PART2] Unify verb: ban/unban -> block/unblock

BLOCKED ON NEW 4.x BRANCH OPENING

In #3484915: Unify verb: ban/unban -> block/unblock we've changed the user-facing strings from ban/unban -> block/unblock.

In this ticket we should do the same with internals, machine names, tables, fields, etc
