Unify verb: ban/unban -> block/unblock

There's a mix of ban/unban and block/unblock.

For UI, let's stick to block/unblock
Internally, postpone the changes to 4.x: #3488243: [PP-1] [PART2] Unify verb: ban/unban -> block/unblock
