1. In the configuration, "Drupal master" is the chosen master registration system.
  2. Delete a user from Drupal.
  3. --> The phpBB user is not deleted (separate bug, probably my misconfig)
  4. Log into site/phpBB3 as this damaged user.
  5. --> The user is recreated in Drupal, with interesting choice of role.

I would assume that the master reg system should never be influenced by its shadow.

This patch fixes the most annoying part of this issue. Check phpbbforum_master, and if it is "0", prevent phpBB users from being promoted to Drupal users.

Here I simplify all uses of $sync--the secondary reg system setting is always loaded from phpbbforum_master.

This patch is cumulative with the above. Target of this patch is branch DRUPAL-6--2-0-RC2
