I have a setup where an organization could create an independent sustainability group on the site. (They get to choose from a bunch of actions to design their own program.) It's free if it's a school or non-profit but there's a monthly cost if it's a business or government.

I'm using rules to approve the non-profit and school groups and nothing more needs to be done with those. I need to have a way to get ubercart to kick in and take the businesses and governments through the purchase and approve and publish the group at the end.

The closest setup to what I need is meetup.com where the account owner pays. The members are free and membership structure is at the discretion of the account owner.

Businesses and governments can choose to make the group open, moderated or closed. It's most likely that they will choose either moderated or closed. If I have to make it closed in order for the process to work, I'll do it but .....

There are 3 different modules that do og pay stuff but I can't tell which one is best for my scenario. Is this module the right choice?

Pay per node is a good choice for handling subscriptions that give users the ability to create a large number of nodes upon payment. Ppn cannot limit group type option on node creation and it cannot handle created node (or subscription) expiration: however, i think that this can be done using rules. So, in general, it seems to be a viable solution for your project.
