Express Checkout NVP/SOAP?

Is Express Checkout in this implementation using the new PayPal Checkout methodology? Or, is it still using NVP/SOAP that is deprecated? Thanks, as we are currently having issues with Commerce PayPal and express checkout. It is not completing transactions upon returning from Paypal.
