Condition "Content-type = forum" leads to warning (bundle conditions were removed)

Problem/Motivation

Adding condition content type == forum leads to warning on config export:

[warning] Message: The pathauto pattern /Forum posts/ has been disabled because all its bundle
conditions were removed.

Steps to reproduce

On D10.6.x with forum core module (maybe also on 11 with contrib? Untested still.), adding a pattern "/forum/[node:taxonomy_forums:entity:name]/[node:title]" without restricting to a specific content type works. If I add "forum" as the content type/condition to restrict it to, I get the above error although pattern generation works as expected.

AI says (and I cannot judge if this is true):
The bug is that Pathauto's onDependencyRemoval() is treating the dependency list as a list of removed entities, but during export it's receiving a still-existing node.type.forum.
