Currently provides a number of settings to allow you to force a user to change their password:
- Upon first login when the account was initially created by an admin
- When an admin manually flags the account as requiring a password change
- In the future the password change rules will be extendable - #2840547: Allow other modules or custom code to provide additional password change rules
