Adding "nice menus" block causes error PluginNotFoundException

After I select "nice menus" module block and configure its settings and press "add block" I receive the error below:

I tried to use patches from these pages Save does not work. Everything seems to be stuck in temporary storage and some other issue pages but nothing helped. Adding some other block works fine.
Adding the same block through core Drupal block layout works fine.
