Edit panels_update_7302() in panels.install and insert the following as the first line of the function:

panels_update_7303();

My solution was similar to #4 (which gave me the idea) but a little different...

Instead, I edited the database row for panels in the table "system".

It showed that the version was 7302 and I changed it to 7300. Ran update.php which found the previous update 7301 but also the two new updates as well. Went through without a hitch. (new version in database correctly shows as 7303)

If the submitter worked around the problem by hacking the install file, or creating DB tables, that's not "fixed". FWIW, I have the same problem.

This is a duplicate of #2188277: "cache_panels doesn't exist" error on update

There is a patch there now under review, which does fix the underlying issue with the schema being mismatched.
