Access denied when editing a Panelizer default that comes from code (Storage type is NULL)

With one exception, I had the same problem from https://www.drupal.org/project/panelizer/issues/2785945.

The queries in the updates did not work for me because the storage_type and storage_id values were NULL (not empty strings). I had to change the query for that, and then the problem was solved.
