Ajax error after re-adding a comment/new comment pane

I cannot enable comments on my site. I see no comment form.

comments are open on the item
open atrium-config-comments are on for the content type
auth users have post comment authority

I did a clean install and can comment with no problem so it seems to be some configuration error.

I cannot get the comment field with old nor new content. Old nor new content types.

I managed to turn on comments. I went to admin->structure->content types->panelizer -> full page override -> content
added a comment/new comment panel for each content type from page content

not sure how it got turned off

I get one of two ajax errors when I go to admin->structure->content types->panelizer -> full page override -> content and select comment
