Ss far as I know this issue at least exist from version 7x-2.0 to 7x 2.04, and it happens when you enable a module, no matter which module.
I am guessing something wrong happens during updating process, but I am not quite sure what goes wrong.
I search trough google, it seems no one noticed this issue before. So I submited it as an issue on issue tracker section of openatrium community website, however, still no reply.

Clearing the caches makes the /admin/people site reappear, though. A little annoying, but not critical.

veeaa commentedI noticed that when I enabled two modules (on Pantheon) at the same time, the other depending on the other. When I disabled both, and first enabled only the main module, the menu did not disappear. So, do not enable too many modules in one go. By the way: OA2 is fantastic!

mpotter commentedWhenever you enable or disable modules you should always clear cache. Drupal doesn't do that for you.
It's the #1 Drupal rule of thumb: "when in doubt, clear cache".
Anything else that has the side effect of clearing cache (like rebuilding permissions) will also do it.

On my /?q=admin/config/user-interface

digitalfrontiersmediaYeah, I don't really see how this issue is "fixed". All that has been presented here is a workaround for an unknown cause.
The admin/people page was working for my client yesterday. No modules were added/enabled. This morning = "page not found". The only thing that happened inbetween that I'd suspect would be involved was that cron ran.

mpotter commentedDo not mark support requests as Major. Clearing Drupal cache is the solution for people having this problem. If there is an issue with cron in the latests 2.30 version, please open a new issue.
