We lost a part of roles permissions each time when we tried to install the site form scratch. We have discovered that "og" module consists the bug in the function - "og_role_grant_permissions", and we have created a patch to fix it. We are using "Feture" module to export role permissions.

Setting to 'needs review' since there's a patch.

This looks like a reasonable change to me, and IIRC I've seen a similar problem with Features and other modules.
