In order to prevent adding menu items through reordering menu items on the menu overview form, where you can drag & drop menu items, we can add validation and message that we run out of limit.

Thanks for the patch! Since there is now an 8.x-1.x branch, the patch should be updated to apply to that branch first.

Postponing pending resolution of #3114458: Use entity validation API rather than form API. If that issue proceeds, it could make this on irrelevant in 8.x, in which case we could return this issue to 7.x.
