I installed memcache and memcache api and wondering how does it work?

Does it cache all the tables that are usually cached in database when plain drupal caching is used? Is it turned on as soon as its installed properly or does drupal cache needs to be turned on and then it overrides that caching?

By default, it will disregard the cache tables that Drupal uses and point those requests at Memcached instead. Once you configure this module, there's nothing further that you have to "disable."
