To replicate what I mean:

1. Install a fresh Drupal 8 installation (I'm using 8.2.4).
2. Install and enable the masquerade module (I'm using 8.x-2.0-beta1).
3. Login as the site administrator.

Expected:

When using the non admin theme (I'm just viewing some nodes using the bootstrap theme). I should not see an "Unmasquerade" link in the menus, as I haven't masqueraded as a user yet. If I click this link I get an "Access denied" message.

Actual:

I see a "Unmasquerade" link.
