Manual Scale and Crop not working after upgrade

Hello,

I noticed that an image style previously working stopped after the upgrade to the latest version. It works for bigger image styles, but this small one is broken.

When using this image style:
Manual Crop: Crop and scale 200x200 (crop minimum dimensions and only scale if cropped)

I have to add an additional scale and crop or the image is not cropped after the upgrade.
+Scale & Crop 200x200

Is anyone else experiencing this issue? Was working perfectly in previous versions. It's strange it was only one image style with smaller dimensions.
