After upgrading to Localizer 3, the dropdown menu for selecting language appears no more into blocks, categories and menus. The langage selector appears only in the node form when creating/editing. However, even if they are attributed to a specific langage, new nodes behave as if no language was attributed until a translation is created. Any solution?

Localizer 3 is different in many respects to the earlier versions.
Everything you mention is "normal" behavior--you just have to do things differently to get results.
I would strongly suggest you read the available documentation.
