Problem/Motivation

Linkchecker declares core_version_requirement: ^10.2 || ^11.0, but its Views field plugins already use PHP attributes requiring Drupal 10.3 (this might have been me... but still). Raising the minimum versions also prepares the module for further API modernization and Drupal 12 compatibility.

There are a couple issues in the queue where I plan to do raise it, just doing it here explicitly to avoid the merge conflict.

Proposed resolution

Set core_version_requirement: ^10.3 || ^11.0.

Issue summary: View changes

I don't have a good reason for 11.2 support yet (or can't think of one) so just targetting 10.3
