Problem/Motivation

The "Failed" views filter shows 301s as errors. It also doesn't respect the "Don't treat these response codes as errors" setting.

Proposed resolution

Use a custom views filter plugin that's able to programmatically resolve the "Failed" filter based off what the user has configured in "Don't treat these response codes as errors".

It'll keep all the other filters like "Success (2xx)", "Redirect (3xx)" etc.

@shank115, is there a reason you couldn't create a MR with these changes?

It makes it easier to review and work with.
