The menu overwrite for 'user/register' & 'user/validate' are no overwritten properly.

I've few installations and one of it is using the original 'user/register' & 'user/validate' even after menu reset & clear cache. To overwrite existing menu, the menu item has to be returned when $may_cache is FALSE, to ensure menu hook is called after the menu hook of the path 'user/register' & 'user/validate'.

Attached is the patch, please verify.
