Add borders around components / paragraphs when dragging

Currently, dragging an element toggles borders only on layout regions. This is helpful when dragging paragraphs into / out of a layout, but doesn't help when ONLY root level paragraphs are being used (i.e. there are no layouts / regions). Ideally, borders would be toggled on the paragraphs themselves so it is clearer where items can be placed when dragging.
