Seems to be configured correctly but does not work in my install

I can't seem to get this module to work in my application.

I have i18n installed with language cookie enabled.
The detection order is session, user then cookie. When I choose the language from the language selection it changes to the expected language. If I open up a second window in my browser and open the home page as an anonymous user, I would expect the language to go to the last language I chose, but it doesn't. It always goes back to my default language.

I have the latest dev version of language cookie installed in drupal 7.17. I have all caching turned off but no go.

I've been wrestling with this for several days now and have reviewed all of the active and former issues.

Any help would be greatly appreciated.
