Support entry of multiple IP addresses per rule

At present, one can only enter a single IP address or a single IP address range for each rule.

As a convenience to the site administrator, I recommend that the IP address input be a text area than can accept multiple entries.

Each entry would be entered on a new line as depicted in this attached mockup.
