That if you would like the user to be able to override the redirection by specifying the language code in the path, the language negotiations settings should be set to "Path prefix with language fallback.".

I now realize this isn't a matter of documentation, but a feature missing from the module.

I've opened a separate feature request at #612578: Overiding ip2locale with path prefix.
