Undo override user 1 imce profile setting

Hi,

I would like to suggest the attached patch being applied on /modules/imce/src/Imce.php in order to avoid overruled Imce File Manager settings at admin/config/media/imce.

As visible in second screenshot of https://www.drupal.org/node/547140#comment-12308328, the role-profile assignment for administrators was set to 'member profile'.
Members are restricted access to path /md-slider-image for 3 specified actions.
Nevertheless, user 1 (administrator role) could access all files and folders.

Motivations :
- user 1's usually have other tools at their disposal to manage public and private files, including admin/config/media/imce.
- it took me 3 hours to figure out this behavioral pattern
