Problem/Motivation

It would be of some use a feature to define the color to be used for transparency in GIF images. The image system handles GIF images with transparent color already set, but currently does not have the possibility to change it or to set a transparent color for full opaque images.

There are image toolkit operations to provide that in the Textimage module, that could be moved here, and an ImageEffect on its own created to use them.

Proposed resolution

Provide patch and test coverage.
