Cancel a running task should delete "hosting_queue_tasks_running" semaphore.

If a task doesn't stop processing, you can hit "Cancel" but then the hosting queued won't run any more tasks.

There is still an entry in {semaphore} table, but deleting that still doesn't get the task queue running again.
