It would be useful to have tips choosen
- in an specific order, or
- randomly
Choosen by random is useful for normal tips like "Did you know...?", while the specific order is useful to present users a suite of slogans without letting them read one twice. Thus it would be nice to have a "more" or "next" link to get to the next tip.

Your request seems to be to have a "show me more helptips" link. But you don't specify what you want in much detail. Since helptips usually appear in a block, its not obvious to me what such a link would lead to. For instance, would it lead to the same page that is currently shown, but with a different helptip, or would it lead to a page with just a list of helptips on it?
My feeling is that Drupal provides many ways to customize this sort of thing. For instance, you can use the views module to show a list of all helptips.
So if this is really important to you, provide a more detailed request. And ideally a patch.
