Release notes

This release has resolved all outstanding Security Vulnerabilities for GovCMS8:

* [SA-CORE-2019-004] Update Drupal Core to 8.6.13 (from 8.6.12)

The following modules have been added to GovCMS8:
* Add drupal/menu_block 1.5
* Add drupal/config_ignore version 2.1 and provide default config

In addition, the following modules have been updated:

* Update drupal/admin_toolbar to 1.26 (from 1.25)
* Update drupal/adminimal_admin_toolbar to 1.9 (from 1.8)
* Update drupal/adminimal_theme to 1.4 (from 1.3)
* Update drupal/recaptcha to 2.4 (from
* Update drupal/permissions_by_term to 2.9 (from 2.6)
* Update drupal/govcms8_uikit_starter to 1.0-alpha2 (from 1.0-alpha1)
* Update drupal/simple_sitemap to 3.0 (from 2.12)
* Update incorrect project name for events_log_track
