Release notes

The javascript for the disclaimer has been completely rewritten to use core/drupal.dialog library instead of the old bespoke modal. The Accept/Do Not Accept actions are now buttons instead of links, and you can add a title to your disclaimer modal.

Various other smaller improvements, including more precise caching and moving the config settings from "System" to "Regional and Language". Added Drupal 10 support with the info file patch by the Project Update Bot in #3287788: Automated Drupal 10 compatibility fixes.
