If you set "Remove core create UI" (Which is default) and you are on the forum page, there is no link to allow posting a new topic. i.e. there is no replacement for the removed "Create Topic" button.
Note that the Group operations block will not show on the forum page.
You have to return to the group page in order to get a link for creating a new topic.

The feature is meant to be a convenience to developers, since for many use cases it makes no sense to display the core UI for creating forum topics if you are limiting access to forums on a per-group basis.
The module provides no replacement for that UI because there is no way to anticipate what replacement a project might require. In your theme or in custom modules, there is no end to the number of ways you could link to those forms.
Please re-open if there is anything I haven't considered.
