Two weeks has gone by and the OP has not responded to the request for more information.

My best guess is that the report was about a transient glitch affecting the module's download link. In that case, it should have been posted to the Drupal.org infratsructure issue queue.

If that was what the report was it was about, then it cannot be reproduced.
