Problem/Motivation

When flag 5.x is installed I'm unable to download flag_lists because current flag version requirement in info.yml.

Steps to reproduce

compose require drupal/flag
composer require drupal/flag_lists

You get following error:
curl error 3 while downloading https://packages.drupal.org/files/packages/8/p2/drupal/flag ^4.0@beta || ^5.0.json: URL using bad/illegal format or missing URL

With drupal/flag 4.0.3 composer is able to download drupal/flag_lists

Proposed resolution

Change version requirement to flag:flag
