Flag needs to be a little bit smarter in this regard:

'Report User' type flag should not show on your own profile. Simple line of code like arg(1) != $user->uid in the section that deals with user flagging in the module. Would be nice to see that supported.

Also,

Instead of letting people flag/unflag content (in my case, I have made flags for Mark as Offensive) could Flag have a helper table that tracked UIDs and NIDs of what they already flagged? I'd rather not have people unflagging content, or simply clicking on the flag action repeatedly.

This is a duplicate of #285237: Ability to disallow a flag/unflag operation (the examples there speak of "nodes", but they apply to users and comments as well.)
